Yes, this is the basic and simplest idea in setting up the program to construct a covering and your interpretation of the parameters is correct. Auto-reduce will eliminate blocks if they deemed redundant (if the removal maintains the coverage equal or above the 100% you have set at the L% parameter)...

More RAM is not that important given the demands are really exponential so if 1-2GB barely do anything like allow for 0.01%-1% speedup optimization making that 10x more RAM still makes no real difference. The affordable aspect is the actual cost someone plans to play with. Consider the above wheel you describe v=20,k=5,t=4,m=5.
